Base Station sends status reports to RNC where degraded capability messages identify a Cell ID, a cell resource ID (e.g., a channel ID), and possibly other information along with degraded capability

RNC may address the degraded capability at the specific cell resource source without affecting other fully capable/ functioning cell resources elements in BS
