Grenzbehörde um Asyl nachgesucht wird, möchte ich auf die Ziffern 23 und 24 der Entschließung verweisen, die sicherstellen, daß zunächst jeder an der Grenze ankommende Antragsteller die Möglichkeit zur Stellung eines Asylantrags erhält, und daß, wenn ein Sonderverfahren angewandt wird, das vor der Entscheidung bezüglich der Einreise untersuchen soll, ob der Antrag offensichtlich unbegründet ist, während dieses Sonderverfahrens keine Maßnahmen zur Abschiebung ergriffen werden und daß, wenn die Einreise schließlich verweigert wird und wenn eine Ausnahme zu dem allgemeinen Prinzip der aufschiebenden Wirkung der Berufung Anwendung findet, gleichzeitig sichergestellt werden muß, daß die Entscheidung über die Einreiseverweigerung von einem Ministerium bzw. einer ähnlichen Zentralbehörde getroffen wird, und daß zusätzlich ausreichende Schutzmaßnahmen wie die vorherige Überprüfung durch eine andere Zentralbehörde die Rechtmäßigkeit der Entscheidung garantieren. europarl.europa.eu
