“I have known Mr. Richard Improta for over 3+ years, since 2012, both as a work colleague and later as a friend. I met Mr. Improta when he began working with PSS, Inc. as a Change Manager for the DLA Ogden Enclave (DOE) Program in 2012 and worked with him there until present including working with Mr. Improta with the Defense Logistics Agency as a contractor. During that time, I knew Mr. Improta to be very proficient as a Change & Incident Manager not only from a technical perspective but also from a program management and customer service/support perspective. Working for DLA as a contractor, Mr. Improta handled himself with total professionalism. Working under stressful conditions and tight time lines, his diligent efforts overcame numerous unforeseen obstacles, pro-actively identified numerous areas of risk and helped to smoothly migrate systems from one data center to another. In addition, his efforts to diligently shutdown data centers and identify assets to be recovered to save DLA money was of excellent quality and ensured for a successful migration transition and completion. Mr. Improta has the ability to transition from a technical role to a management role where appropriate. This skill to "bridge the gap" between the technical and the functional make him an excellent facilitator between IT and the business. Mr. Improta understands how to balance between business, security and technical requirements to ensure that business needs are met while still meeting mission requirements. Mr. Improta’s demeanor is thoughtful, attentive, calm and friendly, even under the most stressful of circumstances and working with the most difficult of people. He takes time to gather facts, insuring he is reacting to all facts and not partial data, and thus produces consistent, high-quality results and he is not afraid to make the hard decisions sometimes necessary to get the mission completed. Mr. Improta is always very timely with completion of his work, if not ahead of schedule, and is deemed as a source of knowledge and competency by fellow team members as well as clients. I highly recommend Mr. Improta’s talent and expertise, as an individual and as a professional. Since I have transitioned over to being a Federal DoD Employee, I have worked with Mr. Improta on high priority projects under the Federal Data Center Consolidation Initiative (FDCCI) which have been high priority for DLA Senior Management and Leadership and have been a high source of stress.
