Abstract

The present invention relates to a system for monitoring person access of construction sites or the like. The system comprises a database server, into which personal data and collateral data related to a person, such as identification data of a person, can be entered, a portable terminal comprising means for arranging an electronic communication link between the terminal and the database server. By means of the invention a temporary access pass and working time monitoring systems can be carried out more flexibly than previously.

Description

System and apparatus for information management at construction sites and the like
The present invention relates to access control, working time monitoring and similar functions of construction sites and similar temporary sites. The invention especially relates to a system according to the preamble of claim 1 needed for carrying out such functions and a terminal according to the preamble of claim 14 belonging tothe system.
In construction sites the access control and working time monitoring of the site employees is a problem. Often, a number of subcontractors work on the site and job assignments as well as employments can be short. The building contractor is, however, responsible for the operation of the site, especially for not allowing unauthorized persons to the site. Further, it is in the interests of the contractor to monitor the working time spent on the site by the subcontractors.
Additionally, in a number of countries the law requires that building sites have an operational monitoring system so that, for example, grey economy - a real problem of the construction branch in nearly every country - can be weeded out.
Currently sites use access control and working time monitoring systems structurally and operationally corresponding to, for example, those used in ready buildings. Often the access control and the working time monitoring are separate, independent systems that can, however, utilize the same access card used by the employee.
Additionally, more flexible system solutions are known with the above-mentioned functions being collected in a centralized manner to a database of the construction site. The database can be stored in a server physically located at the construction site, the server being connected to the electric locks of the site doors or working time monitoring devices through a wired data communications connection. Alternatively data can be transferred to or from the terminals of the construction site via internet from a remote server.
A problem with known solutions is that getting them operational and then dismantling them is slow. As the site environment changes, the data communications connections will also have to be reconstructed. Further, each site needs site-specific terminal apparatuses whereby each employee - regardless of their direct employer - must possess a valid access pass for the site. Even though access passes can be quickly produced with current technology, an employee must, in case he works at a number of sites, have a pass for each site.
The aim of the present invention is to eliminate the above-mentioned problems and to 5 produce a novel system for controlling logistical data relating especially to employees, but also to goods.

The invention is based on the idea that a portable terminal is located on-site, the terminal being able identify a person and to send the identification data wirelessly to a remote server. The remote server will further store the site access time data, the site access rights and other corresponding operations of the site system. The terminal can open the electric locks using control data updated via a wireless connection in case the identification data sent by

the person to the terminal allows it. An essential point is that by using the invention, for example access control and working time monitoring is no more connected to a data infrastructure fixedly attached to the construction site.

Considerable advantages are achieved by means of the invention. The system can be very quickly installed and dismantled. The system is additionally very independent from existing data communications channels of the site and building of new ones is not necessary.
30 An especially preferred application made possible by the invention is one in which the employee or subcontractor has a dedicated access control terminal. When work starts at one construction site, the apparatus can be located at this site, whereby the person or more employees of the subcontractor can use the apparatus for saving their working time data and/or for acquiring access rights. When the work ends, the terminal can be taken along and moved to the next site. The database server is arranged to wirelessly maintain the access rights data of the terminal. Thus they can be easily changed according to the current location of the terminal. The database server is similarly capable of connecting certain access data to a certain project for carrying out a detailed working time monitoring.
The main contractor of the construction site can, when necessary, download the working time and access right data from the service provider of the database server and can preferably add new access passes and identification data into the system by means of a computer or the like connected to the database server and usually located in connection with the site. Usually such a device is also connected to means for creating new identification tag, such as an rfid card or a bar code card, or more commonly for at least linking rfid circuits or bar codes to new person identification data (such as manufacturing an access card with a photograph). The system can also be based on fingerprint recognition, whereby the terminal transfers the fingerprint data or the identification data based on fingerprint in the terminal to the database server.
Preferably the communication connection between the terminal and the server is carried out by means of data communication channels existing in the area, such as a mobile phone network. Especially preferably gsm technology or similar reliable mobile phone technology with a long connection range is used as data communication connection. Thus, one database server will be sufficient for e.g. each city/country or even for each continent. In this case a terminal comprises a mobile communication unit with a SIM card issued by an operator of the area.
Most preferably the terminal is provided with batteries whereby even main current is not required.

The invention provides a system for, among others, human access control of construction sites and, in an applied form, also for goods transport control. The necessary data about the persons or goods to be monitored can be entered into the database server. It can comprise separate or partially common databases from a number of construction sites. It is additionally connected to a wireless transmitter for logistic storing and control of the sites. The portable terminal comprises a suitable reader for identifying the access card or a fingerprint. The means for arranging the wireless communications connection between the terminal and the database server are most preferably based on a long-range mobile communications technology utilizing the data services of an external operator.
The present mobile apparatus can be used for collecting and transferring data and controlling the actuators, hi practice the system can be realized so that in it data are collected from a terminal, wherefrom they are transferred via public networks to an external file/database server, command data from the external server (or servers) are received and maintained on the terminal and contacts received from the terminal or terminals are executed in real time within the criteria downloaded from the server based on the identification data. Thus, personal data about a number of construction sites can be entered into the database server and the terminal can be functionally connected to any of the construction sites at the database server, whereby the terminal can be easily moved from a construction site to another.
With reference to figure Ib the terminal can be a working time monitoring apparatus 11 , whereby it typically comprises means for saving the identification data (time card 16) and the identification time of a person and means for sending these data via a link mast 12 to the database server. It can also be arranged to collect and save identification data and identification times within a certain period of time and to further transmit the data collected within this time to the database server 10. hi the figure, reference numeral 14 denotes a computer by means of which the construction site data and personal data of the server 10 can be used for various purposes via the data network.
With reference to figure Ia, the terminal can also be an access control apparatus 11 arranged to automatically wirelessly receive the access right data of a person from the server 10 via the link mast 12 and to maintain the access right data in its memory. During identification the pass-through time or an attempted pass-through can be registered on the terminal 11, wherefrom it can further be transferred to the server 10. In the figure reference number 17 denotes an apparatus for creating a an access card 16 comprising identification data and possibly to attach a facial portrait (camera 15) to the access card 16. The necessary data are updated to the server 10 via a data network 13 either wirelessly or through a wired connection for activating the access rights at the target terminal or terminals.
The embodiments of figures Ia and Ib can well be carried out with the same terminal provided with a bidirectional data communication connection with the server.
A computer further comprising means for receiving the identification data and personal data and means for transmitting the identification data and personal data to the database server can be located at the construction site or alternatively at the service provider's facilities. This allows flexibly adding new access rights and persons to the system.
With reference to figure 2, the terminal has, in addition to means 20a and/or 20b and/or 20c for identifying a person, usually also memory capacity 22 for storing the identification data of a person. Thus its wireless connection module 23 can send identification data and possibly time stamps relating thereto or other identifiers to the server in larger batches, thus reducing operator costs. The transmission can take place at a certain programmable time or upon reception of a transmission command wirelessly from the database server. On the other hand, it can also send data immediately after the identification, which is essential for controlling the electric locks. For control, the apparatus comprises means 24 and a conductor or connector 21a, 21b connected thereto. A current conductor, if any, is denoted by reference numeral 25 and the transformer/current source is marked by reference numeral 26. The battery is marked by reference numeral 27.
In working time application the terminal can, for example, comprise two separate rfid read zones; one for identifying incoming, the other for identifying outgoing, whereby separate keys are not needed.
The connection module 23 is preferably a unit of a mobile communications module such as a gsm, cdma, edge or a 3g unit. The reader can be an rfid reader 20a, a fingerprint identifier 20b or a bar code reader 2OcOn the other hand, short or long range wlan or bluetooth technologies can also be used as communication module, in case local conditions allow this.
When controlling the locks, the terminal comprises a receiver (connection module 23) for receiving access rights (and depending on the data communication speed, even real-time control commands) from the database server, and I/O means 24 for controlling the electric lock on the basis of the identification and the access right data (or the lack thereof) connected to the identification data. In this case the terminal also comprises connector and conductors 21 a, 2 Ib for connection to the control unit.
The electric lock is here used as an exemplary embodiment. The device controller 24 can be arranged to control other electric devices as well, such as a motor used for opening a door or the like. The terminal can also comprise a positioning unit, such as a GPS receiver or the like, whereby when moving the terminal to a different site its position data can be automatically sent to the server so that it can further automatically take the moving of the terminal into account and possibly further make corresponding changes to the database for, e.g., site-specific working time monitoring.
The present system makes it possible to provide a novel method in which movements of persons or goods are monitored on building sites or the like, whereby - identification data of a person or goods is received on construction site by means of, for example, a terminal comprising a fingerprint reader or a bar code reader, - the identification data is transmitted via a wireless data communication link from the terminal to a database server located outside the construction site. On the server, the identification data can be compared with data in the database for monitoring the access of persons or for executing other functions, such as working time bookkeeping.

Claims

We claim:
1. A system for monitoring access of persons at construction sites or the like, the system comprising - a database server into which personal data and collateral data about the person can be entered, such as person identification data, access rights or working time data,
- a terminal comprising means for identifying a person, and
- means for arranging an electronic communication connection between the terminal and the database server, characterized in that
- the terminal is portable, and
- said electronic communication link is carried out by means of wireless data transfer technology.
2. A system according to claim 1 , characterized in that the terminal is arranged to wirelessly send identification data via said communication link from the terminal to the database server.
3. A system according to claim 1 or 2, characterized in that the database server is arranged to wirelessly send said collateral data, preferably at least identification data, and access rights related thereto, via said communication link to the terminal further arranged to store the same.
4. A system according to any of the previous claims, characterized in that the terminal is arranged to use mobile phone network for creating said communications link.
5. A system according to any of the previous claims, characterized in that the means for identifying a person comprise an RFDD reader, a fingerprint reader or a bar code reader.
6. A system according to any of the previous claims, characterized in that the database server is located outside the construction site.
7. A system according to any of the previous claims, characterized in that the terminal is a working time monitoring device comprising means for storing the identification data and the identification time of a person and means for transmitting these data to the database server.
8. A system according to claim 7, characterized in that the terminal is arranged to collect and store identification data and identification times within a certain period of time and to further send a number of data units collected within the time period aggregately to the database server.
9. A system according to any of the previous claims, characterized in that the terminal is an access control device arranged to
- wirelessly receive access right data of a person form the server and to maintain the access right data in the memory and - check from the memory the access rights of a person for the access control device during identification of a person, and when necessary, to further transmit a control signal to open a lock associated with the access control device.
10. A system according to claim 9, characterized in that the terminal comprises means for controlling the electric lock and it is further arranged to receive access right data from the database server via the said communication connection, and to open said electric lock on the basis of the identification and the access rights data.

A system according to any of the previous claims, characterized in that personal data relating to a number of construction sites can be entered into the database server and the terminal can be functionally connected to any of the construction sites at the database server, whereby the terminal can be easily moved from a construction site to another.
12. A system according to any of the previous claims, characterized in that it comprises a computer further comprising means for receiving identification and personal data of a person as well as means for transmitting identification data and personal data to database servers, typically via a link different from the said communication link, such as internet.
13. A system according to any of the previous claims, characterized in that the terminal comprises an apparatus according to any of claims 14 - 17.
14. An apparatus for monitoring person access and controlling actuators at construction sites and the like, the apparatus comprising
- means for identifying the person, - means for storing the identification data of the person, and
- means for transmitting the identification data of a person to a database server, characterized in the combination that
- the apparatus is portable, and - the means for transmitting the identification data to the database server comprise a wireless transmitter-receiver.
15. A portable apparatus according to claim 14, characterized in that the means for transferring the identification data of a person are arranged to send identification data to the database server immediately after the identification, at a certain programmable time or upon receiving a transmit command wirelessly from the database server.
16. A portable apparatus according to claim 14 or 15, characterized in that it comprises
- a mobile communication module, such as a gsm, cdma, edge or 3g unit, and - an rfid reader, a fingerprint reader or a bar code reader.
17. A portable apparatus according to any of claims 14 - 16, characterized in that it comprises
- means for receiving access right data from the database server, and - means for controlling an electric lock on the basis of said access right data and identification data.
18. A system for monitoring person access and transport of goods at construction sites or the like, the method comprising - a database server into which identification data about persons or goods to be monitored can be entered,
- a terminal comprising for identifying a person or goods on the basis of an identifier, such as a fingerprint, an rfid tag or a bar code, in possession of or attached to the person or goods, and - means for arranging an electronic communication link between the terminal and the database server, characterized in that
- the terminal is portable, and said electronic communication link is carried out by means of bidirectional wireless data transmission technology for transferring said identification data between the terminal and the database server.
